There are many reasons why a person might choose to stay silent when they experience something traumatic or witness illegal activity. You might worry about retribution and your own safety. Or, you could worry about judgement and shame coming back on you for coming forward. But, staying silent can mean severe consequences for you or others. Not only does it mean that you need to hold in and carry that experience with you without receiving the support and recovery that you likely need, it could mean putting others in harm’s way by allowing dangerous and ill-intentioned people to continue to walk the streets without being held accountable for their actions.

Witnessing or experiencing a crime can affect people in different ways, and there are many reasons why somebody may not wish to come forward. However, witness intimidation in gang-related crimes is reported to be a significant barrier to some witnesses’ cooperation with the law. One study reported this has been further perpetuated by the use of social media, with specific online groups targeting those who have cooperated with the police. (Pace Law Review)
The number of reason victims fail to come forward after sexual violence is that they feel ashamed and fear that the results of coming forward will be worse than suffering in silence. This is thanks to a broken justice system that sees victim blaming and the majority of those accused getting off without any consequences. Out of 1000 sexual assaults, only about 230 will be reported and, out of those, only 5 will lead to a felony conviction. (RAINN)
Question: What can the police do to encourage more people to step forward?
